Its mandate is elaborated as follows:
 

• Examine matters of general interest to municipalities and assist in the adoption of legislative measures in the interest of northern municipalities;
   

• Act in concert with other associations when the rights and interests of municipalities are likely to be infringed;
   

• Contribute to the advancement of municipal government standards through discussion and education and generally promote their interests.
